California became the first state to bar public officials from launching meme coins, after Governor Gavin Newsom signed Assembly Bill 2409 into law. The measure, which cleared both legislative chambers unanimously, also stops exchanges from listing tokens tied to covered officials and takes effect January 1, 2027, with civil-only enforcement.

California just made it illegal for its politicians to launch meme coins. Newsom signed Assembly Bill 2409 on September 27, making California the first state to explicitly bar public officials from creating or promoting their own tokens.

The bill moved through Sacramento with rare unanimity: it passed 40-0 in the Senate and 78-0 in the Assembly.

AB 2409 was introduced by Assemblymember Avelino Valencia on February 20, 2026, and it casts a wide net. It applies to state and local elected officials, members of legislatures, advisory board members, and specific public employees who hold contracting authority.

Those officials can no longer create, issue, or promote meme coins. The restriction also reaches beyond the officials themselves: digital asset service providers, meaning exchanges and trading platforms, are barred from listing any meme coins associated with public officials.

Rather than criminal penalties, the California Attorney General and local district attorneys can seek injunctions and disgorgement of profits for violations. The law does not name any specific tokens or projects, so it functions as a forward-looking framework rather than a retroactive punishment.

Officials and platforms have several months to prepare: the law takes effect on January 1, 2027.
