Ahead of the summit, US Treasury Secretary Scott Bessent proposed creating the bilateral AI dialogue during preparatory talks with Chinese Vice Premier He Lifeng. The mechanism would notify each side of significant industry-related national security incidents, aiming to improve transparency and reduce the risk of escalation if an AI incident affected military systems, critical infrastructure, or other sensitive areas.
Washington and Beijing both view AI leadership as strategically critical, but they continue to approach regulation from different directions: the Trump administration emphasizes speed and competitiveness, while Chinese officials have increasingly highlighted state oversight and human control.
