Anonymous traders have placed more than $3.6 million in bets against the CLARITY Act becoming law, dragging prediction-market odds for the crypto market-structure bill into the mid-teens days before a Senate cloture vote scheduled for September 15. The vote needs 60 senators to advance the bill toward a final floor vote.

Two anonymous traders have placed a combined $1.5 million in bets against the CLARITY Act becoming law, pushing prediction-market odds for the bill's passage into the mid-teens just days before the cloture vote, set for September 15 at 2:15 p.m. ET. The wagers landed on Polymarket, the crypto-native prediction platform that has become a barometer for political sentiment.

One account put roughly $818,000 on the "No" outcome, while a second put up approximately $677,000. Both bets target the same contract: whether the CLARITY Act becomes law by December 31, 2026.

Six wallets, $3.6 million against passage

Those two whales aren't alone. Across six identified wallets, total bets against the legislation have exceeded $3.6 million. The accounts placing the bets were reportedly newly created, adding a layer of intrigue about who is behind them.

What the bill would change

The CLARITY Act, formally designated H.R. 3633, would divide oversight of digital assets between the SEC and the CFTC, drawing clearer lines around which assets fall under whose jurisdiction. The House passed it 294-134 on July 17, 2025, and the Senate Banking Committee advanced it 15-9 on May 14, 2026.

Why the vote could fail

Ethics provisions covering public officials who hold or trade digital assets remain contentious, alongside an unresolved fight over stablecoin yield provisions. Senate Majority Leader Chuck Schumer and Banking Committee Chairman Tim Scott are among the figures whose actions could signal the bill's odds, and recent reports have pointed to potential delays in the Senate's timeline.

If the Senate can't muster 60 votes on the cloture measure, the CLARITY Act would effectively be shelved for the rest of the 2026 session, pushing comprehensive crypto market-structure regulation into 2027 at the earliest.
