Tariff announcements from President Donald Trump have swung U.S. stocks by trillions of dollars in a single day, repeatedly, since early 2025. The pattern keeps repeating because Trump's public statements are part of a negotiation, not a reliable preview of policy — so markets can neither trust nor ignore them.

U.S. tariff policy has changed more than 50 times since January 2025, according to the Tax Foundation, and investors have mostly learned about each shift from a presidential social media post. On April 3, 2025, the day after the "Liberation Day" tariff announcement, the S&P 500 fell 4.8% as technology stocks corrected sharply. Six trading days later, most of the decline had reversed.

Nike and Apple swing on tariff whiplash

Volatility now concentrates in individual stocks rather than the index as a whole. Nike crashed 14% on April 3, 2025, while Apple declined 9%, both companies exposed to Asian supply chains hit by the new tariffs. Then, when Trump waived the tariffs for 90 days on April 9, 2025, Apple bounced 15.3% and the S&P 500 had its best day since 2008.

Apple later won an exemption from the 100% semiconductor tariff in August 2025, showing tariffs can be waived for individual companies even after they take effect.

A $2 trillion afternoon, then a reversal

The pattern repeated in October. On Oct. 10, Trump threatened a large tariff increase on Chinese goods and set a new 100% rate to take effect Nov. 1; roughly $2 trillion of U.S. stock market value vanished that afternoon. Three weeks later, after a meeting with Chinese President Xi Jinping, the increases were scrapped.

Why the market can't tune it out

Volatility has not disappeared — it has shifted from the index level to individual stocks. The gap between average single-stock volatility and index volatility hit an all-time high of 31% in early July 2026, according to CBOE Global Markets. Trump's statements function as part of a bargaining process rather than a literal preview of policy, but because he heads the government, markets cannot fully discount them either. That tension, not any single tariff, is what keeps driving the swings.
